It sure was warm at the Warriors' first practice at Aloha Stadium this year. Here's Ryan Mouton cooling down:

Another UH rule this year: When catching passes from the JUGS machine, helmets must be removed. That's one way to assure that the receivers will be focused. Here are Greg Salas and Joe Avery catching passes from the machine:

Don't forget tonight is Heather McMackin's Hawai‘i Wahine Football Clinic. The $10 fee includes a football manual, light refreshments and instruction from Heather McMackin and the UH football coaches.

Thanks to John McNamara and Derek Inouchi, UH is launching its new-look Web site tomorrow. Same address (hawaiiathletics.com) but spiffy new toys, such as videos. Reporters were allowed to preview the site, and it is indeed a significant upgrade. It's also easy to navigate.

    Also, ESPN GamePlan will have the Florida, Weber State, and Utah State games this season!

    The University of Florida football team is scheduled to practice this morning in anticipation of Tropical Storm Fay coming into the area.

    The Gators are scheduled to have a "Hawaii" scrimmage today with the first team going up against the second team with the second teams doing what the University of Hawaii does on offense and defense. The Warriors are the first team the Gators will face in the 2008 season.

    Depending on the weather, Florida will practice twice on Wednesday.

    Fresno State defensive coordinator Dan Brown, who had been recovering from brain cancer, underwent additional head surgery Monday in San Francisco.

    Coach Pat Hill said Brown's surgery had been scheduled and was less intense than the operation a year ago, when doctors found and removed 80% to 90% of a tumor.

    Just a reminder gang…the first Tsaiko TVgate of the year will be held on August 30th at the bright and early hour of 6:00 a.m. Yes, that’s right, UHFan808 and jojo….6 in the morning…LOL.

    Anyway, we have reserved one half of Genji’s for this viewing. So far, 33 people have made RSVPs for the event. If you haven’t RSVPd yet, please let me know. The cost will be $20 but you get an all-you-can eat breakfast buffet. The bar will also be open for those who wish to imbibe.

    So, come and watch our Warriors as the play in The Swamp with a bunch of crazy Warrior fans. All are welcome to attend, and if you’re a lurker, just come on in, we don’t bite…well, maybe DPK does…j/k….

    This will be my 2nd time going to the SSC. I just hope I don't get lost in the dark.

    Finally back here after three days of irritating computer trouble. First my screen goes on the blink, then a transformer blows, then they give me a new transformer. Guess what? Faulty, off course. Oh, well, I'm back.

    Thanks everybody for your concern and well wishes, but in the middle of the night the storm veered east and barely touched us. We hardly got any rain in this corner. Overall the thing was pretty harmless, just dumping a lot of water, which we actually need.

    But after all the damage Florida had in the past, they were very caucious.

    The Governor should pay me $1 Mill. for protection money. Ever since we moved here, two years ago, bringing the Hawaii Mana, no more Hurricanes in Florida. Lol.

    Ohio State got an AMAZING turnout to watch their practice yesterday. Unlike UH, they open only 1 practice to the public. I'm sure that they are careful about what plays they run on their public practice.

    A full 21/2 hours before the Ohio State Buckeyes showed up for their annual open-to-the-public workout -- a practice, mind you -- there were already a couple dozen fans standing in line in the withering heat waiting to get into Ohio Stadium.

    Those losses in the last two national championship games were already forgotten by the faithful. A new season of hope brought an estimated 12,000 out to watch the Buckeyes, ranked No. 2 in the preseason, go through an otherwise meaningless series of drills and plays.

    This is the third year in a row that Ohio State opened its doors for a practice. Two years ago, 28,000 came out to watch Heisman Trophy-winner-to-be Troy Smith and the then-No. 1 Buckeyes go through their paces. A year ago, the Buckeyes were ranked No. 11 in the preseason when they had a storm-wracked workout before 5,500 hardy souls.

    Players such as All-American linebacker James Laurinaitis were available for autographs after each of those two previous open sessions. Not this year.

    "Some who come abuse the situation. Some people come and all of a sudden it becomes an eBay thing and the people who are here with their youngster who would just love to have a James Laurinaitis signature kind of get nudged out of the way by the folks that are trying to use James' signature for their own gain," said Tressel, who admitted later he'd never been on eBay. If they don't have their helmets on, getting hit in the face by a ball thrown by the JUGS machine could result in some serious damage...so they are more apt to catch the ball.

    Can someone please tell me what a route tree is? I've looked and looked and have never seen a tree in the middle of the football field.

    Why is the Quarterback only worth a quarter? If he's the most important guy on the team, shouldn't he be the FULLback?

    Doesn't it tickle for the Center to have someone touching his privates before every play?

    How come the offensive tackles aren't allowed to tackle anybody?

    What's the difference between a trap pull, a flat pull, and a sickle pull.

    Why don't we call lineman skilled players, doesn't take skill to play those positions.

    Perhaps our own Jason could teach the clinic, he knows a whole lot about football.

    More bad news about Reagan. It seems to me now that the earlier Reagan is cut the sooner he can find another team that needs a FB.

    FB Reagan Mauia - Boomer Grigsby has finally unseated Mauia for the starting fullback spot and I don't see him giving it back. Grigsby is a better special teams player, he catches the ball better, and he's a serviceable, if not good, lead blocker on running plays. Mauia whiffed on a couple of blocks the past two games, and despite the lucky catch he made against Tampa Bay he's got hands of stone. That's why I expect it's Grigsby and not Mauia who survives the final cut. It's unrealistic to think the Dolphins will keep two fullbacks, but Mauia is talented enough to find work elsewhere.

    Asked about Miami's WRs in their last preseason game, Miami's head coach seems to try to downplay Bess' mistakes.

    (On how much clearer is the wide receiver position or is it) – "It's starting to clear up a little bit in my head anyways. I thought that (Derek) Hagan and Ted (Ginn) played pretty well. We wanted to see that early in the game. We wanted to put (Davone) Bess out there in that group and again, aside from the couple of penalties that Bess might have had there, when you take those plays out, and you need to do that, you need to be able to look at young player like that, taking the mental error out because that is going to happen on occasion. You need to be able to look at the rest of his plays out there. I thought the rest of his plays and the rest of his work in that game was pretty good. That's starting to clear up a little bit for me. (Greg) Camarillo made some plays in the game. There's some guys that way that did some pretty good things. I felt (Ernest) Wilford a little bit, a couple times out there, just didn't have a chance to get him the ball in the right spot. That's where we were."

    Isn't Micah Kia the brother of UH's Kia? Anyway, for anyone who thinks that UH has a lot of injured players in camp, UCLA has is 100x worse! Not only have they lost 2 QBs, but their OL is really banged up.

    Junior tackle Micah Kia was out, having suffered a broken left hand during Tuesday's practice. Freshman lineman Jeff Baca was scheduled to have an MRI exam today on his left knee today. Tackle Mike Harris did not participate, as he is still recovering from a high-ankle sprain.

    The Bruins were inexperienced on the offensive line -- Kia and center Micah Reed were the only linemen to play in a game last season -- to begin with. Now they are inexperiencedand injured.

    The bumps and dings include Nate Chandler, a tight end turned tackle who sat out three days because of turf toe, and guard Scott Glicksberg, a converted tight end who is still bothered by a sore shoulder.

    1. The Procurement Code Required RMY to List a Licensed Specialty Subcontractor in Its Bid.

    The Hawaii Procurement Code, HRS Chapter 103D, requires all bids for construction work to:

    Include the name of each person or firm to be engaged by the bidder as a joint contractor or subcontractor in the performance of the contract and the nature and scope of the work to be performed by each. HRS 103D-302(b). Further, a bidder must retain properly licensed specialty subcontractors to perform work for which the bidder is not licensed to perform itself. See Okada Trkg v. Bd of Water, 97 Haw. 450 (2002) ("a general engineering contractor cannot perform specialized work for which it is not, automatically or otherwise, duly licensed and which it lacks the requisite skill to undertake:). Any bid that fails to list properly licensed specialty contractors to perform specialty work is therefore deemed nonresponsive under the Procurement Code. See Id. at 463; Oka Trkg v. Bd of Water Supply, 101 Haw. 68, 80 (Ct App 2002).

    RMY is a licensed general engineering contractor with a "AC" licensing designation. A copy of RMY's licensing informatoin obtained from the Contractor Licensing Board's online records is attached as Exhibit A. RMY's license allows it to perform certain work, including 17 t y pes of specialty work. See H. Admin. Rule Sec. 16-77-32. However, RMY is hnot licensed to install synthetic turf, which constitutes a significant percentage of the work on the project. As such, RMY was required to obtain and list a properly licensed specialty subcontractor in its bid.

    2. RMY Failed to List a Licensed Specialty Subcontractor.

    ON 8/8/08, Mr. Dennis Sadowski, an officer of CO-HA, spoke with Kirk Yuen at the UH to discuss RMY's bid. Mr. Yuen informed Mr. Sadowski that RMY listed an entity called "Sports Turf Hawaii" as the "synthetic turf" subcontractor. On 8/11/08 we received from the University a copy of the subcontractor list submitted by RMY as part of its bid.
    [footnote: RMY did not specify whether Sports Turf Hawaii was a joint contractor or a subcontractor as required on OPRPM Form 54. CO-HA presumes that Sports Turf Hawaii is a subcontractor.] See Exhibit B at page 2 (listing Sports Turf Hawaii, License No. C02848/C-27).

    Sports Turf Hawaii is apparently the registered trade name for a corporate entity called Sports Turf Hawaii, LLC. See Exhibit C. Because Sports Turf Hawaii is a trade name only, the real entity performing the specialty work on the Project will be its registrant, Sports Turf Hawaii, LLC. Further, Sports Turf Hawaii's licensing depnds on the licensing staatus of its registrant, Sports Turf Hawaii, LLC. However, Sports Turf Hawaii, LLD does not possess any contractor licenses, nor dies oit appear to have a registered Reponsible Managing Employee.

    The license identified in RMY's bid, C-2848, is held by Sports Turf Hawaii, LLC's manager, Logan P. Hamocon. See Exhibit D. Mr. Hamocon's license, however, cannot be transferred to Sports Turf Haaii, LLC. See H. Admin. R. 16-77-73. [footnote: Mr. Hamocon was apparently doing management consulting work as Sports Turf Hawaii from Dec. 1999 to Dec. 2000. However, that trade name has long since expired. See Exhibit E (showing Sports Turf Hawii trade name with an expiration date of Dec 13, 2000]

    Given that RMY has failed to list a licensed specialty subcontractor in its bid, it cannot be considered a resopnsive bidder under the Procurement Code. See Okada Trkg v. Bd Water Supply, 101 Haw. 68, 80 (Ct App. 2002).

    Okie is a 5-2 developed by Bud Wilkinson at Oklahoma in the 50's to counter the option offenses that were popular then - split-T and wing-T.
    Smash mouth stuff.
    Eddie Hamada used to run it in the 70's at Iolani with a "Monster"

    To combat the Split-T defense, Wilkinson invented the 5-2. The Okie Defense called for both inside line-backers to stack behind the nose guard and defensive tackle whenever the QB moved to either side, and then move to any bubbles left by the defensive linemen.

    By stacking the LB's, the defense made it difficult for the OG's to block them or prevent them from clogging the running lanes used by the half-back on the dive. Once the dive began to fail gaining yardage, the option began faltering

    one variation was the 5-2 monster or rover which converted a defensive back into another linebacker and place him strategically spread around the field according to the offensive formation strength.

    As you well know Koakane in the regular 5-2 concept the two guards are uncovered and the two tackles are covered by the two defensive tackles. Usually you would have the Mac and Mike head up on the two guards with the two DT's in a 4 or 5 technique.

    In the 5-2 eagle you would take the strong-side DT and put him usually in a 3 technique over the frontside guard, sliding the Mac head-up on the strongside OT.

    In a double eagle you would cover both guards with your defensive tackles and slide both Mac and Mike over the tackles.

    The eagle would help the defense take away all inside runs. With good penetration by both defensive tackles, you should be able to take away most off tackle plays and long traps as well. Both Mac and Mike should be able to slide more quickly to the perimeter. Inside DT's should also be able to prevent the guards from getting out on the perimeter on wide sweeps.

    The clinic was awesome! It was informative, entertaining, personal. A lot of it still went over my head, but I got a cool handbook to refer to. I mainly tried to listen to what was being said. I had to also take pictures as a-joe forewarned me that if I didn't, the twins were going to confiscate my camera and take the pics themselves. Ayah!

    Heather Mac began by giving us their history of how they ended up where they are now. It was personal, infused with family values and warmth. Incidentally, it's probably the only time that when the coaches talked about their kids, the whole audience went, "Awwwwwwh".

    I just want to say that this is the kind of experience that someone like me who knows nothing about football should have. The Macs are very personable, warm, down to earth people. Coach Mac went around to say hi to everyone (got to take a picture with him, too).

    I (and a few of my friends) attended Heather McMackin's football clinic last night. What a classy and close family the McMackins are! Coach has a simple philosopy to football, but it can also be applied to life.

    Lots of information and thanks to the Lee brothers we know more about how the defensive lineups work and the reads the quarterback goes thru on offense. We watched film of offense, defense and special teams along with diagrams. By the questions the audience asked, it's easy to tell that the audience was very knowledgable about the game already. I look forward to the season starting, I'll have my trusty guide with me. Thanks Mrs. McMackin, I and my friends will be there next year.

    I was glad to meet Midori7 and Uhfan808. Nice to meet you finally and look forward to coming to some of the Tsaiko events in the future.

    Destriping is a symbolic way of a player earning his way onto the team. Nine of the 21 freshman/junior college transfers have been destriped. So far we've got (deep breath): Jones, Pridemore, Epps, Moore, Green, Jenkins, WR Frankie Hammond Jr., OL David Young and RB Jeff Demps.

    We represent CO-HA Builders, Inc dba Applied Surfacing Technology (:CO-HA”) with respect to the above-referenced procurement (the “Project”). This letter serves as CO-HA’s protest regarding the procurement under Haw. Rev. Stat (”HRS”) Sec103D-701(a).

    We understand that bids for the Project were opened on Friday, August 1, 2008 We also understand that the bid submitted by RMY Construction, Inc. was deemed to be the low bidder for the Project. [footnote: We understand that no award has been made to RMY for the Project.     Include the name of each person or firm to be engaged by the bidder as a joint contractor or subcontractor in the performance of the contract and the nature and scope of the work to be performed by each. HRS 103D-302(b). Further, a bidder must retain properly licensed specialty subcontractors to perform work for which the bidder is not licensed to perform itself. See Okada Trkg v. Bd of Water, 97 Haw. 450 (2002) (”a general engineering contractor cannot perform specialized work for which it is not, automatically or otherwise, duly licensed and which it lacks the requisite skill to undertake:). Any bid that fails to list properly licensed specialty contractors to perform specialty work is therefore deemed nonresponsive under the Procurement Code. See Id. at 463; Oka Trkg v. Bd of Water Supply, 101 Haw. 68, 80 (Ct App 2002).

    RMY is a licensed general engineering contractor with a “AC” licensing designation. A copy of RMY’s licensing informatoin obtained from the Contractor Licensing Board’s online records is attached as Exhibit A. RMY’s license allows it to perform certain work, including 17 t y pes of specialty work. See H. Admin. Rule Sec. 16-77-32. However, RMY is hnot licensed to install synthetic turf, which constitutes a significant percentage of the work on the project. As such, RMY was required to obtain and list a properly licensed specialty subcontractor in its bid.

    2. RMY Failed to List a Licensed Specialty Subcontractor.

    ON 8/8/08, Mr. Dennis Sadowski, an officer of CO-HA, spoke with Kirk Yuen at the UH to discuss RMY’s bid. Mr. Yuen informed Mr. Sadowski that RMY listed an entity called “Sports Turf Hawaii” as the “synthetic turf” subcontractor. On 8/11/08 we received from the University a copy of the subcontractor list submitted by RMY as part of its bid.
    [footnote: RMY did not specify whether Sports Turf Hawaii was a joint contractor or a subcontractor as required on OPRPM Form 54. CO-HA presumes that Sports Turf Hawaii is a subcontractor.] See Exhibit B at page 2 (listing Sports Turf Hawaii, License No. C02848/C-27).

    Sports Turf Hawaii is apparently the registered trade name for a corporate entity called Sports Turf Hawaii, LLC. See Exhibit C. Because Sports Turf Hawaii is a trade name only, the real entity performing the specialty work on the Project will be its registrant, Sports Turf Hawaii, LLC. Further, Sports Turf Hawaii’s licensing depnds on the licensing staatus of its registrant, Sports Turf Hawaii, LLC. However, Sports Turf Hawaii, LLD does not possess any contractor licenses, nor dies oit appear to have a registered Reponsible Managing Employee.

    The license identified in RMY’s bid, C-2848, is held by Sports Turf Hawaii, LLC’s manager, Logan P. Hamocon. See Exhibit D. Mr. Hamocon’s license, however, cannot be transferred to Sports Turf Haaii, LLC. See H. Admin. R. 16-77-73. [footnote: Mr. Hamocon was apparently doing management consulting work as Sports Turf Hawaii from Dec. 1999 to Dec. 2000. However, that trade name has long since expired. See Exhibit E (showing Sports Turf Hawii trade name with an expiration date of Dec 13, 2000]

    Given that RMY has failed to list a licensed specialty subcontractor in its bid, it cannot be considered a resopnsive bidder under the Procurement Code. See Okada Trkg v. Bd Water Supply, 101 Haw. 68, 80 (Ct App. 2002).
    3. Conclusion.

    CO-HA requiests that the University rject RMY’s nonrespnsive bid and award the Project to the next lowest responsible bidder or as otherwise provided for in the Procurement Code. If the University will not reject RMY’s nonresponsive bid, the University is nonetheless required to halt all action on the Project unless and until the chief procurement officer “makeas a written determination that the award of the contract without delay is necessary to protect the substantial interests of the State.” HRS Sec 103D-701(f).

    Rutgers is being scrutinized very closely now for their off-the-books spending and secret deals...this goes well beyond Travel-gate for UH with the Sugar Bowl list.

    Months before revelations of hidden deals and no-bid contracts sparked two investigations, Rutgers University auditors were warning that no one was watching the money flooding into the school's athletic department.

    A confidential internal audit issued nearly six months ago criticized the department's fiscal controls -- including hundreds of thousands of dollars in off-the-books spending that never appeared in the Rutgers budget.

    The 23-page report describes a department suddenly flush with additional sponsorship money and soaring revenues, following the rebound of the once hapless Scarlet Knights football team. At the same time, it details how the department eagerly tapped into those resources with seemingly little oversight.

    Auditors found the athletic department subsidized the travel costs of boosters and other VIPs who accompanied the Scarlet Knights on charter flights to post-season bowl games the past three years, at a time when the university was hiking tuition and cutting academic budgets. It also discovered that the department understated its expenses for those games in reports to the administration and concluded the athletic department lacked the ability to collect and reliably report critical financial information "to the president, CFO, the board and the public."

    "They're basically diverting funds that were sold as sponsorships to pay for other things that are not on the books of the university," he said. "This is not the right way to spend public money.

    Keith Ah Soon & Keao Monteilh are REALLY good sports! We had front row seats for the uniform demonstration. The UA jerseys are difficult to pull over the shoulder pads but as Coach Miano said, the closer the fit the less fabric to grab on to.

    The Tsaikos were well represented last night! Even met a few lurkers who came up to say hi. Great to meet GMA Honey also!

    Reggie Bush and his parents are appealing the decision that denied their attempt to keep their court details secret. Reggie Bush has spent FAR more in lawyer's fees than what the other guy was asking (maybe 3x more already from one article I read!), so it is clear that he and his parents *really* do not want the truth to come out! That kind of indicates that Reggie, his parents, and maybe even USC might not want the NCAA to find out what happened when Reggie played for USC.

    Former USC running back Reggie Bush and his parents are appealing a recent Superior Court decision that denied their attempt to have a lawsuit against them settled in confidential arbitration and out of public court.

    The appeal also puts a crimp into the investigation into Bush by the NCAA, which was focused on the key Aug. 29 deposition of Michael Michaels, now delayed.

    It is even more shameful now to me that Federal inspectors blamed tomatoes for the salmonella outbreak…since we already had known about the salmonella-infected peppers coming from Mexico! Given that information, shouldn’t they have looked into peppers earlier instead of ruining the tomato industry? If 10% of the peppers and chiles from Mexico tested positive for a year for salmonella, I’d say that is a high-risk food category!

    I think the question should be whether the low bidder NEEDED a specialty license.

    As I understand it - and I'm trying to get the minutes of the Board Meeting of 10-07 - there was no requirement in that specialty and that one of the board members brought it up, wrote the requirements etc. However, it was never formally adopted nor made a rule.

    If that is the case, then the letter to President McClain is full of sound and fury (but) ... [fill in your own conclusion!]

    Back on 7/22 it was published that the Contractors License Board felt that the additional license requirement (the Sadowski rule) was just a guideline and not a rule.

    Verna Oda, the board's executive officer, said the board's October decision is "informal" and "nonbinding" and is only a "guideline" for state agencies.

    Hamocon, who said he received a recommendation from UH for his work at Les Murakami Stadium, said he never got a C-68FF license because the board told him twice he did not need it.

    Oda said the board listened to Hamocon's concerns about Sadowski but did not see a conflict of interest.

    I raised the issue of the license because it looked like at least in form, there might have been a licensed entity. I also raised the issue of whether it was a defect in the bid not to have one-- which is your point. Good analysis, especially since someone feels it is necessary for a board to take action to require the specialty.
    There are a lot of very specialized licenses which are often ignored as common practice or met in form only as may have been done here. Afterall, experience may be more important than a particular license. And in practice, for all types of construction, there are continual technological changes for various systems that do not require specialty licenses, instead you look at the experience qualification. So as a policy matter it would be arbitrary to declare this bid defective.

    Totally disagree. It wouldn't simulate game-like conditions. No WR catches the ball without helmet on in a real game. I suggest trying to see and catch the ball when looking through your facemask. I believe DBess and RGM practiced that way with the JUGS machine and they were total studs. Correct me if I'm wrong though.
